If the bucket of money the manager has to divide up between the team got smaller this year (hint: it did), then if everyone had the same performance as last year, a good manager would keep everyone’s bonus amount the same ratio as last year’s & everyone’s rating would go down the same amount.

What really matters is the rsu, merit, promotion coming up - those are performance indicators, without putting anything to scale.

So managers are no short of RSUs? They can give you exactly what you deserve?

Yes, but only within the constraints of the size of the bucket of money given.
He/she might have given you 1.5 last year but only 1.0 this year because their bonus pot was only 2/3 of last years

Ipf is not based on just our individual performance (as the name misleadingly indicates). It cannot be compared with previous year. It is just allocated based on net budget for team bonus this year.
Would not overthink of it as low performance. What really matters is the rsu, merit, promotion coming up - those are performance indicators, without putting anything to scale.

IPF is a misnomer. It doesn't correlate to any actual performance, much less individual performance. It is simply a number that is moved around depending on budget so available monies can be allocated around the broader team. They should just drop the name.

Manager gets certain amount of money which slightly depends on how his manager rates the team accomplishments.

Our manager basically donated his bonus to our pool as some form of protest.

How is that possible? your mgr's bonus is controlled by his/her mgr. Unless the entire Director down set themselves to like 1.0 and push the extra $$ down. Has that ever happened in CISCO? Dir/line mgr have little to do with the .61 BS and they were not paid that well on average. I think all VP above should take much bigger hit as the top leaders should take most the blame on the overall execution shortfall. But, in CISCO, fat chance.
