Unless you are a manager or executive, you won't see any workforce rebalancing in their ranks. But that doesn't mean they don't happen. On the contrary, managers and executives are "rebalanced" all the time. Sometimes they are RA'd, sometimes they are fired outright, and sometimes they are just demoted (manager to non-manager).
