Remember that a strong work ethic is not your friend

Especially after a layoff. "Nobody's complaining about this guy, so he can definitely take on more, right?" That's how the management thinks. They’ll just keep piling on more work to the person who gives them the least trouble. This has happened before and it'll happen again. When they lay off others, it’s the reliable ones who end up getting overloaded.

LR is mostly top down, your peer's input not helping.
But if your peers under other mgr, if they complain and escalate to decision maker you may sc--wed. LR also a time to get rid of someone decision maker not like.
Its a complicated situation. The safer way is doing as less as you can, stay low hide away.
The LR only knock out 7%, it means those who "expensive" or "high hate value" are in danger.

Avoiding religion or your current executive management, most of you work to put a roof over your heads and food on the table. Too many I knew at multiple large companies still believed in lifetime employment and that they learned all they needed to know in college and when modern reality hit them they weren't just out of a job but a profession.

If you're doing work that advances your skills, keep putting in the effort to keep getting better, and even if you're comfortable with your position keep an eye on the job market because you want to be able to see and act when a better opportunity comes along.

If you're doing work that doesn't advance your skills immediately devote as much personal time as possible to fill in the gaps and move on. Whoever said "if you're not growing your dying" really knew what they were talking about.

What is your role OP ?
An engineer asked to do another project? A sales person asked to take on another account?
Just say No if you don't want to or do it. Stop complaining about everything. Clearly not motivated

It will keep happening because people stay, rather than look for employment elsewhere. If you are overworked, brush up the old resume and start interviewing. The best time to look for a job is when you have one.

Why are people afraid to work?
Put on the big boy pants and work a full day like any tradesman would do. 4 hrs a day isn’t cutting it.
