Best way to ask for a raise during this time? I feel like the response would be “you’re lucky to have job”

You won't get anything more than 2% which is not close to inflation. It may seem as a raise but it's a decrease with inflation.

You are more likely to get the things you ask for then the things you do not.

I do find that adjusted for inflation, even when you do get a raise at Cisco, you are still getting less value in your pay.

Each group has a fixed raise bucket so you are competing for raises with your coworkers. Usually, there is only enough money to give half the team small raises so a raise may come every other year, more frequently for junior workers and less frequently for senior workers. If you got a raise last year, the odds of a raise this year are lower and vice versa.

It does not hurt to remind your manager if you did not get a raise last year.

Par for course, LR high performers, leftovers fight over scraps and only care about raises or RSUs, those who got impacted never existed, erased from the matrix. You wonder why so many ex cisco employees are ABC at their new company, this is the barrier we have selling expensive gear, the distain for the company and culture over what the device actually performs or costs. ELT trys to save a few dollars but destroy future sales in the narrow focus, so more LRs , self fullfiling failure.

A laid off person has no bearing on what I do or say to further myself. I own my career. If you don't ask - the answer is immediately no. Just don't get mad if you do get no as an answer. At least you asked and didn't depend on a layoff board for expert advice.

Obtain and external offer and leave. A raise will just increase your odds of getting impacted in 2025.
