Most of my coworkers were let go recently but all the managers found a new home?

Give it time, it will eventually happen. Managers with zero or few direct reports are sometimes (but not always) given a choice: Switch to a non-managerial position of equal or possibly even lower band, or take their chances. If they take their chances, they are usually RA'd at the next quarter.
What surprise that the IBM US old boys and girls network is still going strong in IBM CIO ! Same old collusion as it always was for these managers.
However, the managers will have fewer reports (or no reports) to do the job in less than 30 days. Panic setting in ??
And... they should be ready for the axe when it comes down again, because Alvind is gonna make sure the blade is going to sweep lower and cut more heads in the next round. You can run but you cannot hide, so get out while you still can with your heads and limbs intact.
