Heard that it's a lean promotion cycle. What's the word on who actually got promoted?

Alteryx enginering promotes rapidly for soft skills over any other metric. It's why the company has a ton of staff engineers who would have to downgrade to a mid-level engineer if job-hopping.
I have never worked at a tech company that had so many promotions over a 2-3 year period. People were hired and promoted 6 months later, then promoted again after another year. Doing the same job with a bigger title. Seemed to good to be true.
Budget was about 1/3 of last years budget for mid-years. Keep in mind with more in India it takes less money to do promotions.
There will be A FEW promotions, but it is going to be very very thin. Nothing like in the past.
