Can someone, who is familiar with it, explain how LR package is calculated?

Hope I get a package. Especially if they offer "incentives" for ER. I doubt that though, too many will apply.

Yes, some countries get the minimum (US) package. Some other countries get staggering amounts of money. According to the rules used once when I was laid off in Germany, I would get about 46 months salary. No reason to think the rule is much different now.

What country? What grade? Every is different depending on contract (notice can be 6m for snr dir) and country norms.

i know someone outside of US gets 20 plus month, and he serves more than 20 years. He left a few years ago.

Base 3 months, plus 1 week per year of service starting on separation date.

I believe min 4 months and cap at 12 months is true. I get to know someone outside US is getting what is mentioned. It could be different from country to country. Good luck!

Last Feb LR is 2 months garden leave and 4 months (minimum) or cap at 12 months.

Example - if you serve 9 years it will be 2+9 (total 11 months).

If you serve 14 yrs it will be 2+12 (total 14 months).
