Global projects is the wild Wild West.
With very few projects happening, cuts in projects and procurement will increase. Especially since these people are high salary and in a high cost (US) country. Time to go

More than two years before it filed for bankruptcy protection and laid off thousands of workers at Golden Pass, construction firm Zachry said it warned Exxon Mobil executives that costs at the massive gas liquefaction plant it was building in East Texas were spiraling out of control.
The San Antonio company was repeatedly reassured during more than 100 conversations that Exxon had its back, according to a motion filed Friday as part of Zachry’s bankruptcy proceedings. Exxon CEO Darren Woods personally assured Zachry CEO John Zachry in March that the contractor's costs would be covered, the filing states.
Then, in April, Zachry discovered what it said was a clandestine effort to cut it out of Golden Pass, in which Exxon is partnering with QatarEnergy, after it had covered costs at the project out of its own pocket.
Zachry’s latest filing asks Exxon, Qatar and their remaining Golden Pass contractors to produce documents, communications and financial information pertaining to the project and to Zachry’s role as lead contractor. It says the detailed review is necessary because of “potential fraud.”
