Has any other sites promoted near RE hourly to salary position. Then told them they will stay at the bottom for Ranking until they choose or forced to retire.

Yes… at very low CL… so if once came in as an admin but did a bit better than expected, you may be put on a very low technician CL. Its a mistake by the manager if they then say you will remain at the bottom.. once shouldn’t have been moved to a higher cl if not capable of competing with the rank group…
I do know that Technical experts are promoted to CL28 just to provide a cushion at the bottom of the rank list for the young HiPos in the 28/29 rank group.
