I've said it for years, if a US company seeks foreign labor over domestic labor, they should be taxed differently, and should be disqualified from any sort of State or Federal tax breaks.
Companies outsourcing jobs should be treated as foreign companies and pay import taxes accordingly. Want to have 15% of your workforce in India making 1/5 as much as the US employees? Fine. Now pay 70% of the import tax to do business in the US market.
