Is it PIP time? Or is it too late in the year/cycle for it to be the case? I recall someone mentioning that we can have them late because timing needs to synch up with November being off the books.

Its never too early or late for a good PIPing. Anytime is good. It is PIPing season and we are the hunted. I got mine last week and I dropped to needs improvement. They are getting me ready for the door as someone said. Latest I know of is in two weeks because of supervisors vacation.
My NSI communique was on the last Monday of July. Hope yours went better than mine. 💥
I’m thinking between September and end of October folks will be MIA. Or if not sooner. Depends on if they are ready to leave.
