Every downturn, I hear they’re supposed to be axed. But it never happens. Just downsized to essentially nothing now.
None.
They tick a box in case there’s ever any external investigations and someone needs to be scapegoated. Since being massively downsized over the years, they don’t serve any practical function though. All their work has been farmed out to contractors and consortiums.
