Constant layoff threats but the leaders remain unchanged. Which of our leaders are most to blame? (apart from our useless CEO)

Netzer and Sanjeev are absolutely to blame. Since Pete left a few years ago, that was the beginning of the end of an outstanding customer service organization. The Customer Service Teams were functioning well (yes, there were some issues back then), but there have been some horrendous decisions that will lead to the downfall of the company. WF used to care about their customers (and employees) and those days are long gone. As a former L4 who was impacted by the January 2023 layoffs, I have watched the demise of the organization.
The Narcissist at the top is obviously is top of the list who should step aside.
