How much longer until the refinery gets converted to a products terminal? Wonder what untold effects the new taxes will have. Is the city’s cash cow running dry?

Given how the California SC voted to not allow a proposition to force the legislature to get a vote from the people for new taxes, this new tax is a done deal.
The tax equates to around a nickel per gallon of refined gasoline. Chevron will be happy to raise pump prices by a quarter while blaming overregulation.
Well very likely the tax is illegal and wont hold up in court. If not, buh bye.
The city council has a longstanding view they should drive the refinery out. Then big tech will come in and all the property they own in Richmond will go up in value.
