The corporate surveys are worded such that the corporate desired outcomes are the only choices available.

No possibility to complain about forced ranking, moving work to India, annual reduction in benefits, flawed HiPo selection system, etc.,,

When XOM conducted it's first corp wide survey and promised to reflect on the feedback and would make changes where it matter most to its employees. Majority said the ranking system was a big issue and management promised change. And change they did, it went from Q1-Q5 to Outstanding, Excellent, Very Good, Good, Need Improvement, Need Significant Improvement. The claim was their employees (which they claimed to be hiring from top 20 percentile) has an understanding issue of the ranking quardrants and thus felt putting them in plain English will rectify the misunderstanding.

Subsequent surveys never mention the word ranking / PDS anymore......
