High value (HV) is a marketing term. Always remember that Marketing and Public and Government Affairs (P&GA) always "TRUMPS" cold hard facts in ExxonMobil.
I'd not thought of that, but very good observation. We used to call India low cost, but got castrated after a while for that being unacceptable.
