It’s understandable to feel very hurt and demoralized by that comment. I will also say that I’ve observed that management tends to support those who take the reins on their on job, career, and skills and leverage them for support to move to the next role. We are all more empowered than we think to fight for the changes we want to see at IBM. And now is the time for that, given how rapidly things are changing. Let’s not get bogged down by what management thinks of us. Let’s just get better!
Back in 1991, then CEO John Akers said that IBM was losing market share and had declining revenues because employees were "standing around the water coolers instead of doing their jobs". This from the guy who practically gave the PC and OS software business to Apple and Microsoft! It's still "blame the workers" when leadership fails to do their job. Nothing has changed at Big Blew!

These are employees you manage. These are employees you hired managers to manage. If the employees fail, then your managers should help to rectify course. If the managers, fail you have to intervene and course correct. If it doesn't work and you didn't justify your outsized pay, you take responsibility for that chain of events. Being at the top of the chain means that you take responsibility and should intervene to fix it. Ergo, you failed your job but since you're an armchair Armonk elite, you'll get a slap on the wrist, if even.

Whenever an enterprise fails, it is always, always, always the fault of the management and the owners. If the rank and file employees have a problem, then it's still up to the owners and management to correct the problem.
