If you are a band 7 at IBM can you get hired internally for a band 8 or band 9 position?

Band 7 to 8 is just a standard promotion if job codes aren't changing. Band 8 to 9 is usually accompanied by a job code change (different roles and responsibilities), and sometimes there is a change from non-manager to manager as well.
In theory it's possible to skip a band, but personally I've never seen it happen.
Yes, that is what I did a few years back when I went from Band 7 to Band 8 but I also moved to a different state. Good managers also have a lot of say on the salary and can get you close to PMR 1.0 if they really like you and go to bat for you.
If the question is can you apply for a band 8 / 9 position the answer is yes and you should get a band 8 promotion if that’s what the job is hiring for. You won’t skip a band (band 7 to band 9) but typically applying for a higher band position is one way to get promoted.
