The subject line on this post could be misunderstood.
Own your current situation, do not blame other people for your condition. Sometimes timing does not work out and sometimes the only way out is to look for a new job. Either way this is your responsibility. I would go to HR if you feel strongly about wrongdoing/s, however I agree with a previous post, dont hold your breath it might be a mute point. Another option is to hire outside legal advice that works in some situations. Good luck. Life is short dont waste your time and energy on people/organizations that do not recognize your worth. Fair winds.... lots of IT jobs out in the metaverse.

HR is there to protect the company, not you. If you have documented proof that your manager has done something wrong, they might get terminated or disciplined to protect Cisco, but it's doubtful it will do anything to save your job.

If you'd made a complaint to HR about your manager BEFORE being impacted, you might have a case for unfair termination as retaliation, but without it, you don't really have much of anything to base an HR case on now.

Cisco decided your role is redundant at a higher level than your manager, so any complaint about your manager now will be viewed as just being a disgruntled employee trying to "get back" at the manager.
