What's the confusion? Sounds like you found a pay raise instead of no job.

Let’s know what you find out, what you decide and what happens to your severance money? May be best to stay put and enjoy your time while company decided to put you in LR pool. Good luck.

Strongly recommend you take the offer and keep looking for another job as suggested by several others. Right now, the job market is in a flux and is not the time to look for a job outside if you have a choice - a bird in hand is always better. At present, the job market is flooded with laid off people from Google, Amazon and Microsoft who will get preference when it comes to getting an interview call.

Also staying at Cisco means you and your family will continue to have health care.

Do due diligence and live to quit another day.

Affect is a verb meaning to “to influence” “to impact”: The layoffs affect about a third of the company’s employees.

Effect is a noun meaning “the consequences of”: The effect of the layoffs was lower company morale.

As many have said, and what is a fact established through experience of many throughout the years, you want to have a job when looking for another position. Severance money looks nice and it seems it would be a shame not to take it, but it is really a gamble and in fact an illusion. You have no idea for how long you'll be out of job and nobody can tell you that.
When I was laid off some 10 years ago from another company, I talked with a recruiter and he told me: "At this time, market is a bit volatile." That meant there were not many job openings. I was desperate, and I was going to every possible interview, even for positions I normally wouldn't consider at all. You never know when such "dry spell" can occur and how much of that severance you'll lose while trying to get a job.

So please, for your own good and the good of those that depend on you, accept that offer and then start looking for a better and promising job.

Take it or leave it. The fact you will have no job shortly provides ZERO leverage when you try to negotiate "what you will be losing". Very stupid tactic to push that too hard.

Accept it and apply to jobs externally. You don't want to be unemployed while negotiating a job offer with a new company.
