Likely GF will lose its lawsuit with IBM and will have to use the entire $1.5B from Uncle Sam to pay for legal fees and settlements to IBM. So it will be a net of zero.

IBM paid GF $1.5B along with their ASIC team, mask house, lucrative 200mm RF manufacturing, and 300mm analog manufacturing to help them develop and manufacture their most advanced technology. GF pocketed that money and bailed on everything but the RF, which is now losing ground to competition. Now they're given the same amount of money along with the hopes and dreams of sundowning gerontocrats. It'll be like taking candy from a baby that was dropped on its head.
