Any news on promotions this April?

I hear managers are making cases for few folks, but will they be approved? They have been on hold since more than an year now.

The requirement to post a position by law, that is actually a promotion, will be obvious in the exact experience required. For example, listing that you have 10.5 years of experience in X, doing specifically Y, and so forth. Magically someone in the firm will match those requirements to the T.

Nope, had an all hands that Dennis joined and he said that there needs to be justification for that role and also used the Colorado law that requires the position to be posted as an excuse (Just post the fu--ing position and hint at the fact that it is a promotion so people aren't confused. It isn't that hard and not a valid excuse.)

I just want to know how to get promoted from 58 to incompetent E3. We usually hire incompetence from outside.

I was just promoted from Associate , grade 54, to MD level A1.

Yeh, everyone at the lower is getting promoted. Higher levels 58 and above may be harder.
