Wouldn't put it past them at all. This company doesn't play nice. Pen F'ing has been going on in various organizations for years.
I'd take that as a sign it's time to leave. HR processes are a PITA; a manager willing/having to take the time is just starting a long escort to the door.
Schwab Managers are notorious for this.
They target employees they don’t like with false accusations to force them out.
