How does LCC job transfer affect Quality? What are the countermeasures in place to stop the Quality free fall since the Quality Czar has joined Ford? Does JB even have a plan to counter LCC engineering quality impact. Most of the engineers from Mexico that I work with are great, but very inexperienced and just focus on basic requirements.

Mexico plant workers actually ALL care. Been there, it shows in every aspect.
Quality is always better, even for similar products like focus that were made in both countries.
Engineering is so different, constantly a revolving door in LCC. Project goes sideways and they see the writing on the wall and they leave. Ford is great for their resume.
Is JB actually fixing quality? His rhetoric like the seat example in TH. No kidding delivery drivers kneel on their seats and break the plastic straps. That’s not fixing quality, that’s just a horrible design and validation.
Quality and doing things right and on time is a white supremacist social construct sez the people at Harvard who taught Ford Mgt how to think in DEI classes... so I don't see quality improving real fast at Ford.
I can't say much about other markets but the Mexico plants often beat U.S plants in quality metrics.
I would say it is hard to say why this is, I suspect it might be that they have more engineers to catch things. Engineering staff cuts has hurt U.S plants.
