I am hearing this from various managers that now budget is set for 2024 and no more layoffs are on way.

Was told the same thing in November and then Jan came and bam laid off
That’s what I would say as a manager to avoid a max exodus. I hope everyone has an exit strategy fine tuned.
It's a poorly managed company that's rapidly declining and employee salaries are the largest and quickest expense for a company to cut in times of trouble.
That would be great, but to be honest it doesn't sound realistic - they just closed a big merger (w/echostar) but they haven't integrated the teams yet - that's pretty much always going to involve layoffs
If anyone believes that then I have a few bridges to sell them.
It will only take another bad quarter for that "budget" to be ruined. And Dish continues to bleed customers in all its businesses -- satellite, Sling and wireless -- so it is pretty much guaranteed that every quarter is not going to be good.
