Yes the carriers can get fiber from anyone. The local telco, CATV or DF provider can build point to point without buying into poles, cutting streets or getting permits.

Most towers have more than 1 fiber company servicing them. 10 years before CC got into fiber with acquisitions fiber was being installed to the carrier H frames and huts.

We wanted to make the carriers sticky to us. The LECs don't want to build nodes but they have no problem dropping fiber from A to Z. Added bonus they fix it, charge the disruptor, and credit the user for the outage.

You can't have towers without fiber yet... The business model works. Weird huh. It's almost as if there are fiber companies that can do the fiber.
