Does Citi warn period of 2-3 months applicable to upcoming layoffs of C14 and C13 as well ? or only for top management ?

90 days for everyone in NY unless you are the wrong religion (and they lie).
WARN is different from state to state. Citi, like any big company, will do what’s best for them. If it benefits Citi they will try to take measures to circumvent the WARN notice.
I’m sure they have a playbook just filled with several ways that fall into the ‘grey area’ of doing things when it comes to laying people off.
WARN requires that employers with 1OO or more full-time workers give employees 60 days notice in advance of plant closings and mass layoffs if they:
• Close a facility of 50 or more workers
• Discontinue an operating unit of 50 or more workers
• Lay off 50 to 499 workers, and these layoffs constitute 33% of the total work force at a single employment site
• Lay off 500 or more workers at a single employment site
Do we get 90 days+severance?
I believe Florida gets 60 days. Only NY and NJ get the 90 day.
Is there WARN pay for Florida?
New York by law it's 3 months. Other states I think it's 2 months, but that was given that it was supposed to be mass layoffs. But if they're going to do one-offs for the next two years then I'm not sure.
If you're interested in severance pay, by employment status (such as an FTE) not C-Level. There's an Employee Separation handbook on CFY.
WARN period by the state not by the rank
