There's guidance provided to PLs. Exceed that and it reflects poorly on you as their lead.
I haven't seen the guidance, but with such low funding it will fork in one of two ways. Either it will be slightly less than historical to address some of the animus or it will be higher, not as a function of money, but as a function of attrition. I'm betting on door number two.
