For people who have been laid off from Citi, what sort of severance package did you get? Did you get severance pay, and if so how many weeks' salary per year of service did you get? How about health benefits, are those immediately cut off or can you keep paying in for some period? Can you cash in vacation days? Is there a written policy somewhere for all this?

There’s no two weeks first. Its two weeks pay for every year employed. That’s what the handbook says, if they add a bit more or do a minimum that’s discretionary.
Also there is a WARN non working pay period of 60 or 90 days depending where you live. Citi generally pays that out rather than preannounce layoffs in that regulatory system. That happened in March layoffs, and should happen with any of these layoffs as well.
So if someone has been there since 2020, they get 2 months of pay?
2 weeks + 2 weeks (for 2020 to 2021) + 2 weeks (for 2021 - 2022) + 2 weeks (2022 - 2023) = 8 weeks of pay
Someone there since 2021 would get 6 weeks of pay?
And since last year would get 4 weeks?
In employee handbook online, there is a pdf called separation pay that lays out the severence policy

You should be able to find the standard guidelines in Employee Policy Manual which can be found on Citi Intranet. I was fortunate enough to be laid off in 2021 - back then it was 2 weeks for every year worked plus 3 months notice period
I guess it's depends upon country where you located
