HR at Avaya is useless. You will never find a phone number, email or even a name from any response received from avaya HR.

Did someone really make fun of a COBRA eligible employee with "should be obvious".
Just goes to show that you shouldn't rely on Avaya officials for facts. Ask an internet savvy family member to search for COBRA laws. Seek info on your own.
Since HR is an illusion...
Just verify the timelines via US Federal Law. Some states have extended timelines (California, for example).
