Because if they don’t then that means it would be really difficult to find internal opportunities during WARN period without having access to the system. I hope it’s something they can do if we ask/negotiate?

Even though you won’t have access, you can apply through the Internet. In your package, you should receive a code (at least that’s how it used to be) that you can put into the application that lets the recruiter know that you were part of a layoff. They do consider that when we viewing an application, so you could be more likely to be considered for position of applying for.
You could apply through internet. The recruiter knows what happened to you and incase they see you are a fit for the role - you get interview call. hope this helps
