I heard BTC expats cost just as much as HC in country employees or HC expats. Is this true? Why?

This could just as easily have been written about all the “SMEs” sitting in Spring who edit purchase specs for a living. In fact, it could be said about most “SMEs” at most operating companies.
@1pzo. BTC engineers will rank very well against US engineers in comparable roles, but it's all political since that's the direction senior management had chosen. From an operating company viewpoint most are almost useless, spouting the obvious and platitudes with confidence and not really adding any value. Still learning, I suppose.

Unfortunately no, blame your highly inflated salaries. Yes, you might be good, but it doesn't take 8 Indians to replace 1 American. That's the economic reality you're fighting.
Does anyone know how the BTC expats compete when they are assessed against engineers in the US or Canada or wherever else we have them
US Expats are the most expensive, blame the IRS.
