Is WARN applicable to TX based employees?

Been trying to google it but getting conflicting info that it is applicable but somehow it isn’t in some cases. Friend was laid off during mass layoffs in another company in TX this year and didn’t get anything

Citi employees in Texas get 60 days notice. It means you receive your paycheck and health benefits for 60 days without going to work.

There is a federal WARN Act that is applicable in all states, and some states have their own laws and requirements that is in addition to the WARN Act. Texas is not one of those states, therefore only the federal WARN Act applies.
