They are too useless and incompetent to move to another company.
I've worked with software teams in the US, Canada, England, Spain, India, Japan and Australia, and for this segment incompetence is universal Cisco culture. I've seen some amazing talent come in the door but Cisco has some magic that turns people's brain into Coolwhip so they become worse than useless over time. For those that can't grasp negative numbers, that's when the damage you create is greater than any positive value you brought, and for software development the metrics show this is the norm.
That's a very American-centric response regarding Japanese culture. Do a little research before cracking your egg.

Look at those miserable people staying at Cisco Japan for 20+ years. They are too useless and incompetent to move to another company. No skill or experience gained for decades. What they have learned is just politics and manipulation. They can only boss around at this company. What a sad life!
