I still think it's unfair not to have a definitive date and time when people will know.

I have heard there may be delays. I have also heard there is (or was) a list of people they know are getting offers. It would seem they could just send these out. I can make all kinds of assumptions as to what could delay sending these out, but it would be only an assumption.
