Communication problem and each bu not supportive.
That's what happen when you don't pay and reward your employees well over the years. Pathetic pay raise and no progressions. Change and add more top management also no use.

There will not be any changes. If so. Also not for the better. Just more and more micro managing. Not improving anything.
New ISC need brainwave to tackle all inherited impossible situation from predecessor. Hugh mental chaos & anxiety to conquer.
wat? I tot the ISC problem was fixed. there should be big changes coming and not to trod down the same path the old ISC has taken, otherwise there are no lessons learned
