I keep hearing the mandate to return to office at the SSC is so people will quit in order to avoid layoffs and severance payouts. Any truth to this or are layoffs coming anyway?

They will cut in the stores first, but yes, I do believe there will be layoffs and position eliminations at corporate in the near future. Look for it to happen in the tech hub, lower HR/talent acquisition, and some of the various 'support' positions.
Just fire them and redistribute the wealth to the store associates. Sell the whole office building in Mooresville to Amazon. Marv can take over the Popeye’s chicken chain, and start pick their company to the chicken bone.
