Per the below artice it looks like Oxy basically had the federal govt pay for the recent acquisition. Seems like Oxy really got out in front of the whole green energy demands on the industry.

Why didn’t they just license the technology through the scale-up phase of this next project? That money could have been used to pay off more debt or to increase the dividend, or to do what oil companies should do, produce hydrocarbons.
You mean VH got us to pay for the acquisition. The Feds have never earned a dime.
