Not every CEO can rock a leather one piece swimsuit under the leather jacket. <3
Not every CEO is a gold winning Olympian.
The software they get is the software they order us to produce and what they fund.
If you want A quality software you need an A quality CEO like Tim Cook, not a C- CEO.
GM pays C- student salaries but expects A student talent, with A+ student stretch goals.
Also a different attitude toward employees.
At Google, employees are treated like a valuable resource and are given high salaries, great benefits, free food, free massages.
At GM they pay you less than industry average, don't even give you a free cup of coffee, and regard you as an annoyance and a wasteful cost to be cut as soon as possible.
I don't think the developers are any different in any state. Some good, some bad.
I think the big difference is corporate culture.
In silicon valley it's "move fast and break things."
In Detroit it's don't rock the boat, that's the way we've always done it, you'll need to get 100 CYA approvals before you can change even a little thing, etc.
If they do start a California innovation center, everyone's going to be stifled and frustrated, and they won't do any better work than other groups.
If he thinks that only California developers are any good, he might decide that's the only innovation center he needs to have.

But very true. Amazing how much news gets traveled by various ppl. Just think how much power you would have if there was a union to represent all the white collars. Hopefully the UAW will get what it demands so it won't have to deal with mass layoffs that happened in AZ.
