Does anyone know for sure yet if people who were LR are still eligible to get an IPF? I have seen mixed answers.

Agree, kiss up to at least a VP or better yet a SVP [at a major site] if you don't want to get laid off.
Add this to working at a major site where you could be moved to a different project when your current project is cancelled and everyone (else) on it is laid off can also help.

Agree, performance doesn't impact job security during an LR. In fact, being on a PIP almost guarantees you won't get laid off. It is mostly about your salary & RSUs, but I have seen age and gender play a role too. Nicely, race doesn't seem be a factor.
Without further context, no one can answer that question.
If people LR'd are still considered employees at the end of the fiscal year, i.e. those impacted in July as the "last of the Nov '22 LR", then yes, they are eligible for the bonus and will get an IPF. If people were LR'd back in Nov - Dec '22, or Jan '23, then no, they are not eligible.
With that said, it's up to their manager and their leadership chain to decide whether or not to give them an 100 IPF or higher, or sc--w them over and adjust the IPF downwards to offset the 129 CPF and make their resulting total year bonus equal to the mid-year bonus amount already paid out so that they don't receive any additional bonus money beyond the amount already paid to them at mid year.
Bottom line: If you were impacted, call HR & open a case and ask the question from them and get an official answer. If you were not impacted, what difference does it make to you and why do you care?
Of course asking here is going to result in mixed answers. Duh.
I received my highest IPF during layoff; best bonus & IPF. Performance doesn't impact job security, Cisco is a relationship based company.
Now go compliment some Sr Directors & VPs on how smart & stylish they are.
