Will it really cause a bunch of people to be laid off?

If you're just going thru the servicenow implementation it might get rid of some things eventually but it's a bunch of work in other areas.
Self service systems usually still involve people behind the scenes.
Say you ask for a piece of software to be installed on your PC. You put in the request, then it needs to be approved by your manager, then the ticket goes to another manager for approval, then to a security person, then... after you get 27 approvals, the request goes to a technician to do a remote install.
If it were truly self service, your software would be on your PC 5 minutes after you clicked "ok".
According to the link, Service Now is more than a ticketing system. The module referenced mentions handling workflow functionality related to HR, IT, legal and workplace services. The goal of these kinds of products is to make things self service which will reduce the need for employees to work in these areas.
Disclaimer, I am no longer a GM employee so I have no insight other than past experiences at GM and other companies when third party products were implemented. Some companies opt to buy the product then implement and use it internally while other companies decide to outsource all or some of the work related to the product’s implementation and use. End result is less staff is needed by the company. Does this always mean job cuts, it depends. I’ve seen companies reassign employees internally, agree to a mutual departure or eliminate the job.
The job market is pretty good right now.
If you think things will get bad in a few months and you'll have to stay here and get abused without being able to leave, maybe the time is now.
The insane thing is that before the sickness event that consumed the world for three years, I had maybe one meeting every other day. When we were told to work from home for 15 days (lasting over 3 years), the meetings dramatically increased as did my workload.
Now, I have to go into work with back-to-back meetings to the extent that I'm wearing a headset, trying to hear and speak around a bunch of other people doing the same thing (collaborating? PFT). I'm doing my regular work while in meetings because I don't have time. I can't even get up to take a P. The meetings even go through lunch. It's beyond ridiculous that they expect us to work like this. And now to add to the insanity, we are being constantly demoralized with the threat of job loss.
It's almost insane when you think that they (the SLT) rely on us to make quality products ON TIME while putting all this pressure on us while having the audacity to threaten us.
Something has to change. I'm sure most of you can relate to this.

The probably is that as the economy hits the skids, the opportunities outside GM will be few and far between and the management will be even more emboldened to abuse us.

So if the layoffs are going to come in waves, if you survive one or two rounds of layoffs, it doesn't mean you're safe.

The SLT swore that the quarterly reviews were just to tell us if we were on the right track and that nothing about the meetings was being recorded and nothing would be used for layoffs.
Sounds like they lied to us AGAIN.
If there's an IT project to support the current process and they're changing the process, that project might get cancelled.
Hopefully there's some other project the team can work on instead.

"My team’s project is getting ki-led by servicenow. We just waiting for the reorg since this new product will ki-l most of our positions. Possibly some layoffs not layoffs."
Servicenow is just a ticketing system for requests.
Unless there are hundreds of people manually filling out paperwork on Underwood typewriters now, I don't see how servicenow would cause layoffs.
