With layoffs constantly hanging over our heads, how exactly are we supposed to maintain a positive work environment? This is an honest question, how? How are others doing it?

You don't. There hasn't been a sliver of a positive work environment since Walt backtracked on RTO and set this whole thing off. The positive work environment is dead at Schwab.

Cat owners will relate to this. Cats show love and affection to their human, by placing their butt and rubbing it on your face. The point of the OP is how we remain cheerful while not doing what cats do.
I may be misreading this but .... I think the intention of their question is more along the lines of how to not fall into a deep depression. Not how to rub their cheeriness in other people's faces.

It’s referred to as “toxic positivity”. Look up any article on it and you’ll see it does more harm than good.
It comes across as disingenuous and erodes what little trust you still have as a leader. Think about your employees and set them up for success whether they stay (or not). Acknowledge this su-ks, it isn’t a good situation and ask THEM what they need to really get through it rather than putting on a fake smile and pretend everything is okay.
They are adults, treat them like adults (unlike how senior leadership treats them). If they are worried about getting cut and are looking elsewhere? Keep it to yourself and help them brush up their resume and network.
While you still can use all the resources open to you on mylxp like the free LinkedIn learning courses, Harvard articles and videos and offerings like that.
Just don’t act like what is happening is okay and your team should “remain positive”. Be a real human
