Are people who have been with IBM for under a year eligible to receive a severance package during layoffs?

New hires of less than a year are generally non-touchable on an RA. Only time a new hire of less than a year can be RA'ed is if an entire team is being RA'ed. Came directly from an executive when questioned after the last RA.
This is my experience at a previous company. I was let go 10 months after being hired like all the other employees. Due to the WARN Act in California, I received 6 weeks. One gets 1 or 2 weeks salary/year worked. However as one already gets 6 weeks, this was not added.
I am not sure about IBM, but I assume it is similar. It depends on where you work
IBM overhired during pandemic - don’t take it from me - take it from the SVP of HR Culture with initials O.L. that left IBM last December. He said so in an interview. In fact all tech overhired and now we have massive layoffs at Shopify, Meta, IBM etc… IBM plays follow the leader remember so when other tech players announced layoffs and this stock price jumped - IBM followed suit.
I am a new hire and it doesn’t appear there is a probation period in my part of IBM but I am aware there is no job security
Sometimes people are hired and let go to bring down the average age of layoffs.
Severance depends on a number of factors starting with your country. The US doesn’t have strict labor laws - whereas Europe has better laws protecting labor. But one would argue that all gets factored into salaries. Americans get paid more than Europeans nine times out of ten.

Why is IBM laying off people hired less than a year ago? Seems to me the braniac who made the decision is the one who needs to be let go.

If you are in a probation period, it means IBM can just get rid of you without a layoff.
