When management can't figure out what to do but knows something needs to be done, they create centers of excellence. Create a new group with a clueless leader, then assign random people and assign them vague and unobtainable goals and see what happens. Things usually fall apart within a year or until the next reorg. whichever comes first.

Soon a Corporate Communications CoA.
how is the new AI COE coming along? did Amazon Prime deliver on time?
There is always war or economic downturn somewhere in the world. High interest rates? I guest that was the excuse of all companies during the 1980’s and 90’s. Covid19? I don’t think companies can use covid as an excuse for poor performance anymore. Taxes? What taxes? I thought that mdt moved hq from minnesota to Ireland to avoid taxes.
So what’s the real excuse? Poor leadership = Poor performance
