WARN act does not cover employees who work from home, only employees assigned to an office

Does the fact that they pay 2 months severance not making the whole WARN issue a moot point? WARN requires 2-months notice. Pay the employee for the two months as severance and all is good?

Many employers have used the proven ways to avoid this requirement by braking down big layoffs into small increments. Large employers, like IBM, that manage frequent staff reductions have been doing this consistently without a penalty.
