That is really oversimplifying it. If the hardware is insufficient, you can't update it with software. Are there enough cameras? Lidar scanning range? Sensors covered? Is the CPU & RAM powerful enough in the main computer to react fast enough to incoming data? Are there weather issues? Too many objects to process? Bugs? Debris?

Side note:
Ask yourself why governments around the world are so attracted by this technology.

The company “Cruise” is regularly positioned as its own company. If things go sideways, no matter mentions GM.

I read that pedestrians annoyed by the Cruise cars have been placing traffic cones on the hoods which immobilizes them.

Board members never ask themselves if regular people might resent disruptive technologies?
