The irony of the performance review

Before, when I used to try much harder, my performance was rated much worse than it is now, when I don't put in nearly as much effort. Anyone else experienced such irony?

It varies by manager, in my experience. It usually helps to be very clear on what the metrics are for the exceed level. Even with that, I have had managers mark me as achieved at times. I guess the exceed level is supposed to be rare. If many people are hitting that level, the assumption is that that level of performance is normal.
