I am 54 and will be 55 in Mid December…. I was in the very good rank until the last rank period where I fell to NI. During that period I changed 3 supervisors in a 15 month period. The one that represented me retired the week after the ranking… I have not received this years notification yet. I again changed supervisors. I have no clue where I will be ranked. If I fall to NSI, what protection do I actually get from NRE since I will not turn 55 for several months? Am I safe until next ranking or can the PIP / Pil be applied in December?

At NI, you are safe, but will not get any pay raises until you retire (the purchasing power of your current salary will decline steadily until you retire).
As other people ranked lower resign, PIP or retire, you are likely to continue falling in rank and eventually will go thru PIP.

The term 'NI' at your stage is a sheltered group.
Sure, it means 'old and overpaid' according to the AI bot that runs the program - but you're good for a couple more.

The age of 55 only applies to the pension. Once we grandfather the pension, NRE means absolutely nothing. A 401K plan can be rolled over to another companies 401K plan or even an IRA.
Unlike a pension, there are no penalties on a 401K plan so the company can NSI/PIP anyone at any age.
Unfortunately, @stk is correct. If you turn 55 before the end of 2023, you're considered RE and the PIP / PIL applies. Good luck, and if you are NSI’d and choose PIL, consider leaving this toxic company a blessing.

What a pathetic corporation we work for where folks live in fear. So sorry you are having to worry about the bs mental games that the sls put you through. Eventually these hangman/women will have to wrestle with their conscience at some point in their lives
You are not NRE, you are RE.
They can retire you effective DEC1
They will not do anything to you but put you on PIP that you have to pass. After reach 55 you can retire
