Does my direct manager have any say or input into who's getting laid off?

Depends.
Used to be almost always in a here is the number to hit give me the names kind of way.
Now your manager is as likely to find out when HR contacts them to set up the call. Have been cases where the manager is released after releasing others.
It really sucks for most management. Dealing with the loss of talent and feel terrible doing it even when there is no choice or responsibility for the decision.
Only exception is knowing the employee wants to be in the RIF group.
It is also who you know as well. I know a few people that have made more than I do get “spared” from getting laid off in IT. I doubt that staying is a blessing in the long run for anyone’s career.
It’s really dependent on the department doing the layoff. I’ve seen managers asked to make decision and I’ve seen it done almost randomly from a Senior Exec who didn’t know anything about the individuals. Had nothing to do with salary. Just headcount.
Yes, if there is someone else to sacrify. If your branch have a good opinion of you they could also move you to another position, if avaliable, if your dep. Is gonna cut off. It depends on the scale of the layoff, the important is that the higherups recevive the Amount of blood requested, they mostly don't care who it is

It's all about the $$$$$....that's what makes the decision....you make too much....goodbye. Very few will survive in the US. We are bare bones already. Constant IT problems...but the King does not care....save the dollars!
I personally think that would be logical, but from everything I've been hearing, they are not involved at all in the decision-making process.
