What is change fatigue? Global Operations is readying for fourth reorg in 2 years. Does anyone know more on this?

Since we have purchased by MDT it has been nothing but Change every year
I heard entire IT Outsourcing plan is in-progress and that RFP is sent out after completing RFI. Plan excludes regional IT & Project Management team.
My goodness, if this is true they literally have no idea what they are doing. On a daily basis I am so irritated with the nonstop shenanigans. This place is he77 on earth for finance.
